Tuition "freeze"

While the cost of attending another UW is rising on the average 5.5%, not including student fees, the costs at Fox remain at 2006 levels.

Imagine if there were two gas stations near each other. One is selling gasoline at 2006 prices (~$3.00/gal), and the other is selling it at 2008 prices (~$4.00/gal). Gasoline quality is the same. Indeed, the station selling at 2006 prices is selling 100% gasoline. The one selling at 2008 prices is selling a gasoline-ethanol blend (reduced energy). Why would anyone pay more for arguably lesser quality?

A fair analogy?
